UAE Advertiser Permit: New Mandatory Requirement for Content Creators (2026)

From 1st February 2026, anyone publishing promotional content on social media in the UAE must hold an Advertiser Permit from the UAE Media Council.


This is mandatory. Not optional. Operating without a permit carries fines starting at AED 10,000, with penalties escalating to AED 1 million for serious violations.

What Is the UAE Advertiser Permit?


The UAE Media Council has introduced the Advertiser Permit to regulate individual promotional content on social media platforms. It applies to anyone providing advertising services, whether paid or unpaid, via social media platforms.


The permit came into force on 1st February 2026, following an extension from the original October 2025 deadline. Over 3,000 permits had already been issued to applicants from 80+ nationalities by late 2025.


Who Needs an Advertiser Permit in the UAE?


You need an Advertiser Permit if you're:


  • Publishing sponsored content, brand collaborations, or affiliate posts

  • Receiving payment, free products, or services in exchange for promotion

  • Creating advertising content from within the UAE, regardless of follower count

  • A UAE citizen, resident, or visitor posting promotional content


The scope is deliberately broad. If you're promoting third-party products or services through your social media accounts, you fall under this requirement.


Who Is Exempt from the Advertiser Permit?


Two groups are exempt from the Advertiser Permit:


Promoting your own business: If you're advertising your own product or service, or a company you personally own, through your personal account, you don't need the permit.


Under 18 creating educational content: Individuals under 18 engaging in educational, athletic, cultural, or awareness-related activities are exempt, in line with applicable age classification laws.


Everyone else posting promotional content needs the permit.


UAE Advertiser Permit Cost and Validity


For UAE Citizens and Residents:


  • FREE for the first three years (2026-2028) to support content creators

  • From year four onwards: AED 1,000 annual renewal fee

  • Valid for one year, renewable annually

  • Apply directly through the UAE Media Council


For Visitors:


  • Valid for three months, renewable once

  • Must apply through a licensed UAE advertising or talent management agency


The decision takes effect within three months of application.


Advertiser Permit Requirements and Application Process


To obtain an Advertiser Permit, you must:


  • Be at least 18 years old (the Council may grant exceptions for certain age groups)

  • Have good conduct with no prior media content violations

  • Hold a valid trade licence for practising electronic media (for UAE citizens and residents only)

  • Be registered under a licensed talent agency (for visitors only)

  • The trade licence requirement is critical. You cannot apply for the Advertiser Permit without first having your commercial or freelance licence in place.


Why the UAE Introduced the Advertiser Permit


The UAE Media Council has established the Advertiser Permit to achieve five key objectives:

  • Regulate and develop the advertising creator economy

  • Enrich the media landscape with high-quality advertising content

  • Enhance competitiveness of the creator economy in the UAE

  • Encourage investment in content creation by individuals and businesses

  • Protect the public from misleading or deceptive advertising


This isn't just bureaucracy. The UAE is positioning itself as a global hub for professional digital content creation, and these regulations form part of that strategy.


Your Legal Obligations as a Permit Holder


Once you hold an Advertiser Permit, you must:


  • Display your permit number clearly on your social media profiles

  • Publish advertisements only through accounts registered with the Council

  • Ensure advertisers are legitimate and not linked to fraudulent accounts

  • Comply with all 20 mandatory media content standards

  • Obtain prior approval for specialist advertisements where required


These obligations are legally binding. Non-compliance can result in permit suspension, fines, or legal action.


Penalties for Non-Compliance in the UAE


The penalties are substantial and actively enforced:

  • Operating without a permit: AED 10,000 (first offence), AED 40,000 (repeat)

  • Content breaches: AED 5,000 to AED 1,000,000 depending on severity

  • Violations affecting state interests: AED 50,000 to AED 500,000

  • Publishing false information: AED 5,000 to AED 10,000

  • Expired or misused licences: AED 150 per day (capped at AED 3,000), or AED 20,000 for misuse


The UAE Media Council monitors content actively and can remove non-compliant posts, suspend permits, and initiate legal proceedings.


How the Advertiser Permit Fits with Other UAE Licences


The Advertiser Permit is separate from the two-licence framework we've previously discussed for content creators:


  • Commercial Licence (freelance or trade) - Your legal foundation to operate a business in the UAE

  • Media Licence (UAE Media Council) - Authorises content creation

  • Advertiser Permit (NEW) - Required specifically for promotional content


You need all three if you're creating monetised content in the UAE. The commercial licence must be obtained first, as it's a prerequisite for both the Media Licence and Advertiser Permit applications.


What Content Creators Must Do Now


If you're currently posting promotional content in the UAE without an Advertiser Permit:


1. Get Your Trade Licence First


You cannot apply for the Advertiser Permit without a valid trade licence for electronic media. If you don't have one, this is your immediate priority.


2. Apply for the Advertiser Permit


The requirement came into force on 1st February 2026. Apply through uaemc.gov.ae if you're a resident or citizen, or through a licensed agency if visiting.


3. Display Your Permit Number


Once issued, your permit number must be clearly visible on all social media profiles where you post promotional content.


4. Review Your Content


Ensure all promotional posts comply with UAE Media Council content standards. If you're unsure, get professional guidance before posting.
